General Description
The General Manager of Municipal Services is required to be a self-starter, capable of working in and making a difference in a team environment. The General Manager of Municipal Services will plan and execute current and future operating and capital project needs. It requires a sound understanding with hands on experience in preparing and managing operational and capital budgets within a municipal environment. The candidate will act as a trusted member of the Senior Leadership team and advisor to Council.
The General Manager of Municipal Services will be a key participant and lead in driving toward outcomes for the Town’s asset management process and development. This position requires solid experience in the areas of contract engineering and building contract/tender preparation, work with and guide consultants to ensure that outsourced project design and construction meets and complies with minimum design standards. The General Manager of Municipal Services is required to have on the ground experience and understanding of municipal infrastructure not limited to; water networks, sanitary sewers, storm-water networks, sewage lagoon systems and road rehabilitation and maintenance.
The General Manager of Municipal Services will perform a key role in providing innovative support and mentorship to the Facilities, Public Works and Utilities departments.
The General Manager of Municipal Services is to lead by example by adhering to and enforcing all responsibilities as outlined in the current Towns’ Policy and Procedures.
This position is an advocate for safety and directs the team as a proactive safety leader.  The GM ensures that all Health & Safety policies, work procedures, rules and relevant directives are followed by all staff and safety is top of mind in all operations. 

  •  Provides leadership and mentorship to the team by setting the team up for future success.  Including, directing, evaluating the performance of the team.  Establishing performance expectations, standards, and personal development targets.  This includes, conducting performance appraisals and provide measurable feedback.
    • Responsible for the strategic planning, budgeting, forecasting expenditures, managing capital and operating budget components as relating to areas of responsibility.
    • Prepare and issue RFQs, RFPs, Tenders and addendums as per Purchasing and Tendering Policy and make recommendations for contract awards.
    • Contribute directly to the preparation and assemblage of contract bid packages and be the key interface for capital project delivery.
    • Assist with development of policies, procedures and programs for accomplishing approved objectives of the department ensuring the coordination of Engineering and Public Works activities with those of other departments regarding those carried out in Parks, Utilities, Landfill and Airport.
    • Work as an individual and collaboratively and perform critical thinking to objectively evaluate positive and negative impacts on field decisions.
    • Direct the investigative, detailed design, approval, tender, utility coordination, construction and contract administration stages of each project assigned thereby ensuring the continued success of all capital projects
    • Strategically support responses for public concerns or questions and respond in a timely manner
    • Oversees the design, contracting, and construction including customer service, maintenance of concise accurate records monitoring process, procedure, negotiation, schedules and financial documentation for all projects assigned
    • Research, prepare, monitor and submit grant applications and reports as required
    • Ensure a thorough review is made for all subdivisions and development applications from a Municipal Services perspective, and ensure that appropriate action is recommended
    • Review cost reports and construction progress of Town projects to ensure standards of quality, accuracy and conformance with budget appropriations
    • Responsible for preparation and management of annual, short-range and long-range operational and capital budget projection and preparation.
    • Undertake periodic site visits to verify and confirm current works and assist with future project identification by undertaking site measurements visits.
    • Attend Council, Senior Leadership and Management meetings
    • Assesses special initiatives, prepares and presents well researched reports to Senior Leadership and Council.
    • Work with various partners and stakeholders at the local, provincial and federal levels in the matter of seeking out grants and partnerships that that will support the Towns’ sustainable initiatives and lead to the generation of innovative projects.
    • Expected to be a core member of certain working groups.
    • Perform other duties as assigned by the CAO   

  • Post-secondary diploma in Civil Engineering Technology, Business Administration, Management or a closely related discipline and/or a combination of years of related experience.  
  • Project Management Professional (PMP) certification or willing/eligible to undertake the PMP examination in the next 12-months.
  • Minimum 5-8 years management experience, preferably in a Municipal environment.
  • Practical knowledge of engineering design principles.
  • Must possess excellent public relations and interpersonal skills to clarify facts, give information, respond to complaints and supervise contractors.
  • Ability to successfully manage multiple priorities and able to problem solve under pressure.
  • Knowledge of construction fundamentals and applying best practices in maintenance and construction of buildings and facilities.
  • Excellent knowledge of heavy equipment and machinery and willingness to work towards fleet management certification.
  • Ability to act with discretion when working with sensitive issues or situations and maintain confidentiality.
  • Possesses the ability and desire to coach and develop others in interpersonal skills, processes, policies and procedures by providing ongoing feedback, coaching and opportunities to learn through a variety of methods. 
  • Fosters a mentoring environment by actively engaging in identifying emerging leaders and is personally involved in their development.
  • Valid Class 5 Alberta Driver’s License

This position is responsible for the mentorship and leadership of the Municipal Services department management team.
Identifies and analyze problems while evaluating alternate solutions and makes recommendations to the divisions management.
This is a strategic position responsible for forecasting long and short-term goals for the division and providing recommendations to Council that align with the strategic direction as approved by Council.
